Special primary election to the fill the vacancy after the resignation of DFL Representative Alan Welle on January 4, 1994 as part of a plea agreement to a gross misdemeanor charge of misconduct by a public official related to misuse of public telephones. Van Engen was a county social worker from Spicer, Kandiyohi County Republican Party Chairman, and IR-endorsed candidate. Kelly was a Willmar City Councilwoman.
