Bowen, an attorney from Mankato, was appointed by Governor J.A.O. Preus to fill the vacancy after the death of Commissioner Ira Mills on May 3, 1921.
Bundlie was a resident of St. Paul who ran as an insurgent 'anti-machine' candidate. He would later serve as Mayor of St. Paul (1930-1932).
